Department of Tourist Services (DTS)

The Department of Tourist Services was established in 1976 as an attached department of Federal Ministry of Tourism, to cater for different requirements of tourism industry and to ensure quality of services provided by hotels, restaturants and travel agents. It does so through implementation of the following three Acts formulated to regulate and control certain aspects of the tourism industry in the Country:

  1. The Travel Agencies Act, 1976 and Rules 1977
  2. The Hotels & Restaurants Act, 1976 and Rules 1977
  3. The Tourist Guides Act 1976 and Rules 1996

Under 18th Amendment in the Constitution of Islamic Republic of Pakistan, The Department of Tourist Services was devolved to the provinces. Since then the Department of Tourist Services is performing its functions in the Punjab Province as follows: 

MAJOR FUNCTIONS AND SERVICES

  1. Registration of Hotels / Restaurants
  2. Licensing of Hotels / Restaurants / Travel Agencies / Tourist Guides
  3. Renewal of Licenses
  4. Spot checking of services being provided by registered units on the parameters and benchmarks provided in the Act and rules
  5. Imposition of fines and penalties upon defaulters
  6. Classification of Hotels

FUNCTIONS AND SERVICES IN RESPECT OF HOTELS

Grant of Registration (One time only)

Documents required:

  1. Prescribed Application form duly filled in (Download Prescribed Application Form)
  2. Building Map
  3. Rules of Establishment
  4. Medical Fitness Certificate of Staff
  5. Qualification and Experience Certificates of GM, Manager and other Staff

Fee:

Rs. 200/- to 1000/- per bed from one to five star hotels (Download Challan Form)

Grant of License (annual)

Documents required:

  1. Building Map
  2. Rules of Establishment
  3. Medical Fitness Certificate of Staff
  4. Qualification and Experience Certificates of GM, Manager and other Staff

Fee:

Rs. 100/- to 500/- per bed from one to five star hotels (Download Challan Form)

Renewal of License (annual)

Documents required:

Paid Challan in respect of renewal fee and original licence alomgwith request letter before expiry date of license

Fee:

Rs. 100/- to 500/- per bed from one to five star hotels (Download Challan Form)

FUNCTIONS AND SERVICES IN RESPECT OF RESTAURANTS

Grant of Registration (One time only)

Documents required:

Rs. 1600/- to 20,000/- depending on air-conditioning status and seating capacity and city. (Download Challan Form)

FUNCTIONS AND SERVICES IN RESPECT OF TRAVEL AGENCIES

Grant of License

Documents required:

The application form is prescribed in the Travel Agencies Rules 1977 under Rule 3(1), according to which following documents are required with the licence application: (Download Prescribed Form
1. Bank Balance Certificate not less than Rs.200, 000/-.
2. An investment statement showing assets and liabilities duly certified by an appropriate authority i.e. chartered accountant or income tax practitioner.
3. An attested copy of National Tax Number.
4. Attested copies of lease/rent agreement / proof of the ownership of the premises.
5. In case of Partnership Firm, attested copies of Registration Certificate and Partnership Deed duly attested.
6. In case of Limited Company, attested copies of Incorporation Certificate, Memorandum and Articles of Association, Form-A and Form-29 duly certified from Securities Exchange Commission of Pakistan (SECP).
7. A sketch of the office showing various counters, windows etc. with measurement showing its covered area not less than 250 sq. ft.
8. A list of staff showing their designations, qualification, training and experience in travel trade business along with attested copies of the supporting documents.
9. Attested copies of CNIC of the Proprietor/Partners/Directors/Chief Executive/Manager and employee.
10. Photo copy of registration of a vehicle of 800cc or above.

2. Ticketing + Group Tours + Transportation Accommodation Rs.20,000/- and Bank Guarantee Rs.400,000/-

3. Domestic Tourism + Transportation Accommodation Rs.16,000/- and Bank Guarantee Rs.200,000/-

 

Renewal of License

Documents required:

Alteration in License 

Documents required:

Depends of the nature of alteration

Fee:  Download Challan Form

  1. Rs. 10,000/- for change in nature of composition of a travel agency
  2. Rs. 2000/- for each branch for change in the number of branches
  3. Rs. 5000/- and Rs. 1000/- for change in field of operation
  4. Rs. 10,000/- for duplicate license
  5. Rs. 1000/- and 500/- for shifting of office premises

 

FUNCTIONS AND SERVICES IN RESPECT OF TOURIST GUIDES

Grant of License

Documents required:

  1. Prescribed Application form duly filled in (Download Prescribed Application Form)
  1. Account maintaining certificate of Bank.
  2. Copy of the CNIC.
  3. Minimum Qualification is Intermediate.
  4. Copy of Experience Certificate.

Renewal of License (Annual)
